URA February 2021 – Revision of Property Development Charge Rates

For the period 1 March 2021 to 31 August 2021, the Ministry of National Development has changed the development charge (DC) rates. The review is conducted semi-annually in conjunction with the Chief Valuer.

DC rates for Use Group A (Commercial) have fallen, but those for Use Groups B1 (landed residential) and B2 (landed residential) have increased. The DC rates for Use Groups C (Hotel/ Hospital), D (Industry), E (Place of Worship/ Civic and Community Institution), and three additional Use Groups F, G, and H remain unchanged. DC rates in Use Group A (Commercial) have reduced by an average of 1.5 percent. 60 of the 118 sectors have seen a drop in DC rates of between 2% and 3%. For the remaining 58 sectors, rates stay constant. The following sectors saw the greatest declines of 3%:

• Sectors 1 to 21 (Detailed positions are listed in Table 1 [PDF, 50KB]).

• Sectors 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35 (Refer to Table 1 [PDF, 50KB] for specific locations.

• Sectors 37 (Cairnhill Road, Bukit Timah Road, Winstedt Road, Clemenceau Avenue, and Anthony Road)

• Sectors 40, 41, and 43 (Mount Elizabeth/ Cairnhill/ Orchard/ Somerset/ Cavenagh/ Tanglin/ Cuscaden/ Grange)

• Sectors 51 and 53 (Nicoll Highway/Beach Road/Jalan Sultan/Crawford Street/Lavender Road/Tessensohn Road/Syed Alwi Road)

Sectors 58–62 (Refer to Table 1 [PDF, 50KB] for specific locations.

• Sector 67 (Cluny/Napier/Tanglin/Anderson/Stevens/Dalvey)

• Sector 80 (Lower Delta Road/Jalan Bukit Ho Swee/Jalan Bukit Ho Swee Link/Jalan Kim Tian/Jalan Bukit Merah)

• Sector 88 (Mt. Faber/West Coast Highway/Keppel Bay/Labrador Nature Reserve)

• Sectors 93 and 94 (Changi Road, Haig Road, Siglap Canal, Still Road, East Coast Road, Marine Parade Road, and East Coast Parkway)

• Sector 98 (areas around Kaki Bukit, Bedok, Xilin Avenue, Simei, and Changi South)

• Subdivisions 100, 101, 103, 104, and 105 (Refer to Table 1 [PDF, 50KB] for specific locations.

• Subdivisions 110 to 115 (Refer to Table 1 [PDF, 50KB] for specific locations.

DC rates for Use Group B1 (landed residential) have increased by an average of 1.5 percent. 44 of the 118 industries have experienced increases in DC rates ranging from 1% to 6%. The remaining 74 sectors maintain their current rates. The following sectors saw the greatest growth of 6%:

• Sector 39 (Stevens Road/Ardmore Park/Clayton Hill/Clayton Road/Anderson Road)

• Sector 44 (Orchard Boulevard/Patrick Hill/Grange Road)

• Sector 46 (Hoot Kiam-Grange-Devonshire-Killiney-River Valley-River Valley Road)

• Sector 48 (River Valley Road/River Valley Close/Martin Place/Kim Yam Road/Muslim Sultan Road)

• Sectors 66–70 (Bukit Timah Road/Napier Road/Grange Road/Jervois Road/Tanglin Road/Ridout Road/Holland Road/Farrer Road/Botanic Gardens)

• Sector 108 (Holland Avenue/ Holland Road/ Sixth Avenue/ Eng Neo Avenue/ Pan-Island Expressway/ Adam Road/ Farrer Road/ Margaret Drive/ Tanglin Road)

• Sector 110 (West Commonwealth Avenue/Holland Avenue/Holland Road/Ulu Pandan Road/Clementi Road)

DC rates for Use Group B2 (Non-landed residential) have increased by an average of 0.3 percent. Eight of the 118 sectors have seen rises in DC rates ranging from 3% to 6%, while one sector has seen a decrease in DC rates of 4%. For the remaining 109 sectors, rates stay constant. The following sectors see a decrease of 4% and a maximum gain of 6%:

• Sector 34 (Sophia Road/ Upper Wilkie Road/ Mackenzie Road/ Niven Road/ Kirk Terrace/ Adis Road) -4 percent reduction

Sector 97 (Bedok South Avenue 1/New Upper Changi Road/Bedok Road/Upper East Coast Road) – 6% Increase

• Sector 98 (areas around Kaki Bukit, Bedok, Xilin Avenue, Simei, and Changi South)

The Use Groups Table and the Geographical Sector maps remain unchanged.

The updated DC rates (Appendix 1 [PDF, 112kb]), which should be read in connection with the Table of Use Groups (Appendix 2 [PDF, 57kb]) and the set of Geographical Sector maps* (Map A [PDF, 2.4mb] and Map B [PDF, 1.7mb]), will take effect on 1 March 2021. The revised rates will apply to cases granted Provisional Permission (PP) on or after the effective date, as well as second and subsequent extensions to the PP.

If a developer or owner disagrees with the DC payable for a development plan computed using the rates applicable to the various Use Groups, the developer or owner may request a case-by-case valuation by the Chief Valuer, as provided for in the Planning Act.
